An admittedly cursory search suggests that only the Brazilian imperial family had heritable titles, and that the other titles were granted for life by the Emperor/Empress.

Considering the large amount of money one had to pay to get a title, I wouldn't be surprised if a few wealthy people probably "gave generously and totally not bribe" their way to a de facto hereditary title here and there.

Found a definitive source (a copy of the 1824 Constitution lol). Life only and not inherited. Much easier to work with.

April 1902: The 1902 US naval program shows the continued dominance of the Mahanist doctrine in the US navy with two battleships, two armoured cruisers and only two gunboats ordered. At 16,000 tons the new battleships are a marked improvement over previous designs, while at 14,500 tons and armed with four 10" guns the armoured cruisers are effectively second rate battleships. However the estimates face a major battle in Congress, with many having reverted back to opposing large scale military expenditure.

April 1902: Filipino insurgent leader Miguel Malvar surrenders to us forces, bringing an end to widespread resistance to US rule in the Philippines. With Malvar's surrender resistance only remains in amongst the Moro people of Mindanao. This allows the bast majority of remaining US forces to be redeployed to Cuba, with the Philippines Scouts and Constabulary taking over the bulk of the suppression of the remaining resistance.

April 1902: The Plains Zebra breeding program in Britain has finally produced a domesticated subspecies, the Hertfordshire Zebra. With its resistance to tropic diseases, this new subspecies will rapidly replace mules in Africa. While a reference population of undomesticated Plains Zebras is retained, work begins on breeding a larger domesticated subspecies suitable to replace horses.

April 1902: The German military has been seriously working on draft plans for a potential war with the US since early 1900. It is recognised any such war would pose significant challenges. While the Germans are totally confident their army would easily out match any force the US could conceivable put in the field, to place an army on US soil would require command of the sea. While it is considered the German Navy, with 19 battleships in commission and ten either under construction or on order, is sufficient to defeat the US fleet, it is recognised a base for operations in the Americas would be required. Several options are suggested to rectify this, a base such as Puerto Rico, Cuba or some other colonial possession could be seized, access to a base could be negotiated with one of the independent Latin American states or possibly transfer of one of the existing European possession such as the Danish Virgin Islands could be obtained. It is understood the last two options, while far more desirable, would trigger an extremely strong US response, therefore planning begins on seize either Puerto Rico or the Danish Virgin Islands, with the Danish Virgin Islands considered the better option.

May 1902: The Venezuelan government of strongman Cipriano Castro, assuming the US Monroe Doctrine will protect him from European military intervention after President Cleveland's intervention in the Venezuelan Crisis of 1895, has failed too respond to the demands of the creditor nations and also totally suspended repayments on Venezuela's debts, putting the nation into sovereign default. German Chancellor von Bulow, seeing the potential to gain a naval base in the Americas, begins pushing for the creditor nations to impose a blockade and occupation of Venezuela's ports to ensure the Venezuelans repay their debt. While the French and Italians are amiable, the British are unwilling to participate in any such operation for fear of damaging relations with the US.

May 1902: Following the Canadian example the new Commonwealth of Australia forms the Royal Australian Navy. As with the Canadian service, the Royal Navy donates a cruiser, the Medusa, for training purposes. To form the core of the new navy two Gem class cruisers and four River class destroyers are ordered, with one of the destroyers to be built at the Australian Cockatoo Naval Dockyard.

May 1902: Italian born British subject Guglielmo Marconi successfully transmits a radio signal across the Atlantic. His success will lead eventually to the establishment of a network of high power radio stations making up a global network rivalling the current global telegraph network. Despite this, the most immediately it will result in the creation of a number of stations to transmit to ships at sea. The Germans will begin work on a global radio network in an attempt to avoid use of the British dominated telegraph system.

May 1902: With Xu Yingkai's failure to take Nanjing, Dowager Empress Cixi orders him removed from command in disgrace and replaced by the Manchu commander Guixiang. Guixiang renews the attack on Nanjing, but will prove even less successful than Xu Yingkai, repeatedly throwing his troops into futile frontal assaults on General Yin Chang's entrenched positions, achieving nothing other than heavy casualties.

May 1902: The Second Boer War is ended with the signing of the Treaty of Vereeniging. The treaty is negotiated between Orange Free State President Martinus Steyn, Acting Transvaal President Shaik Burger, with President Paul Kruger having gone into voluntary exile in the Netherlands, along with Boer Generals, Louis Botha, Jan Smuts, Christiaan de Wet and Koos de la Rey, with Arthur Milner and Lord Kitchener representing the British. Under its terms the Boers agree to lay down their arms and accept British sovereignty. In return the British agree to a general amnesty, eventual Boer self government, to respect the Afrikaans language and allow its use in schools and government, and respect Boer property rights and the right to private firearms ownership for hunting. The British also commit to provide £3,000,000 {£2,996,059} in reconstruction aid with the The Orange Free State and Transvaal will become the Orange River Colony and Transvaal Colony respectively. The war has been exceptionally expensive, costing the British £211,156,000 {£210,808,608} and requiring over 600,000 troops to defeat some 55,000 Boers and foreign volunteers, with over 125,000 casualties.

June 1902: The Australian federal parliament passes the Commonwealth Franchise Act, establishing a common electoral system for Australian federal elections. The act theoretically allows any male or female British Citizen who has been resident in Australia for six months to vote in federal elections, thus establishing women's suffrage. However, in line with the 'White Australia' policy, the act also specifically bars 'indigenous people' from Africa, Asia, Australia and the Pacific from voting with the exception of New Zealand Māori.

June 1902: For years there has been intense lobbying in the US over the location of a trans-oceanic canal between the Supporters of a route through Nicaragua and those who favour a canal across the Isthmus of Panama. Supporters of the Panama route have made much of the threat posed by the Nicaraguan stratovolcano Mt Momotombo on the shores of Lake Managua. The devastating eruption of Mt Pelée on the island of Martinique convinces most in the US Congress of the seriousness of this threat resulting in the passing of the Spooner Act authorising the construction of a canal cross the Isthmus of Panama.

June 1902: After the success of Naval raiding parties, the Guangxu Emperor authorises the formation of the Dìguó Hǎijūn Lùzhànduì (帝國海軍陸戰隊) or Imperial Marine Corps as a specialist marine unit as part of the Southern Qing Navy patterned after the British Royal Marines. This is to consist of two regular infantry battalions, one artillery battery with four mountain howitzers and five specialist Hǎijūn Lùzhànduì Tújí Duì (海軍陸戰隊突擊隊) or Marine Assault Groups. Each of these is a 142 man company with two maxim guns per unit. These are intended to operate behind enemy lines to disrupt communications and supply lines. Drawn from the very best of the Southern Qing forces, the Tuji, as these troops will usually be referred to, will soon acquire a fearsome elite reputation. While they never inflict serious damage on the Northern Qing, their activities tie down disproportionate forces in an effort to halt their operations.

June 1902: The Venezuelans seize a British merchant vessel on suspicion of shipping arms to his opponents. This, together with Venezuelan President Cipriano Castro's refusal to engage in diplomatic talks convinces Lord Salisbury's government to support the German proposal for military action, though only in the form of a blockade to pressure the Venezuelans into accepting mediation, though with the proviso the US be informed before any action is taken. This last demand is both to increase pressure on the Venezuelans and avoid any conflict with the US.

June 1902: After twenty years, the Triple Alliance between Austria-Hungary, Germany and Italy is renewed for another twenty years. As part of the negotiations, the Austro-Hungarians and Italians agree they will not alter the situation in the Balkans without prior consultations between each other. However the Alliance is significantly undermined two days later when the French and Italians sign a secret agreement. Under the terms of this agreement the Italians agree to support the French claims to Morocco in return for them backing the Italian claims to Libya. Though far more important is an Italian commitment to remain neutral in the event France is attacked by Germany.

The batteships (and battecruisers) of the High Seas Fleet were short-ranged - a limitation imposed not so much by bunkerage, as by the fact that their crews didn't live on them, instead moving into barracks when alongside. This enabled the ships to devote more space and wight to armour, and more intricate subdivision. Fine for the North Sea, and Baltic.

The downside: there were inadequate cooking, sanitary, messing, storage, and sleeping facilities for long deployments. If the Evil Huns are planning WestLant deployments, future designs are going to have to resemble USN and RN designs to a greater extent than IOTL.

Yes I was aware of this factor. German post war ships did pay far more attention to crew facilities. The Italians and Austro-Hungarians also used a similar trick I believe, short ranged ships for the Mediterranean. At the moment Germany is a North Sea fleet. This may change.

Yes, the Madsen will feature (I love that gun, described as a technical achievement on par with successfully getting two elevators to run in the same shaft). Just it's not quite available yet, it was only introduced in late 1902, effectively entering service in 1903. But as soon as it does the wonderful Heath Robinson take on a LMG will be given it's chance to shine.

Yeah the Venezuelan crisis will be following a different path ITTL.

And if you look at the maps (just about to upload the one covering the first six of the seven battles of Nanjing ITTL civil war). I've made a little animation showing the progress of the war. If you download the maps and just flick through them you can see what's happening. The Northerners make huge gains early, then they slow to a comparative crawl.

July 1902: The Northern Qing Beijing Army has now launched six futile attempts to take Nanjing, resulting in almost 25% casualties and bringing its morale to the verge of collapse. While its commander Guixiang argues his offensives have almost broken the defenders through attrition, intelligence available to Northern Qing Commander in Chief Ronglu indicates this is not the case, with the Southern Qing forces only having suffered moderate losses. As the Beijing Army is one of the best available to the Northern Qing, Ronglu orders Guixiang to cease his attacks, though he is unable to have him replaced as commander of the Beijing Army due to his family ties with the Dowager Empress. This halt will provide a vital respite for the defenders as, while Ronglu's intelligence is broadly correct, it fails to take into account the Southern Qing troops exhaustion, along with their heavy equipment losses and poor supply situation.

July 1902: The US Congress declares an official end to the Philippines Rebellion and passes the Philippines Organic Act to eventually establish responsible government in the archipelago. The act provides for the creation of a bicameral Philippines assemble, but only after the publication of a detailed census and two years complete peace, as well as two non-voting Philippines representatives in the US Congress. However executive power is to be retained by the US appointed governor and despite promises by President Roosevelt, there is no mention of eventual Filipino independence.

July 1902: The Tryon Report into the Amphibious warfare is released. In addition training dedicated infantry units trained for amphibious operations which has already been authorised, Tryon also recommends the development of special small landing craft and dedicated coastal bombardment ships to support such landings.

July 1902: Since the end of the Sino-Japanese War, a group of influential Russian businessmen headed by Aleksandr Bezobrazov have been advocating expansion in the Far East. Believing war with Japan is inevitable, the so called Bezobrazov Circle have been pushing for the extension of Russian influence in Korea and Manchuria. With the Russian occupation of Manchuria during the Boxer War, the Bezobrazov Circle have been pressuring the Korean government to grant extensive commercial concessions to Russian companies. Until now their ambitions have been blocked by Russian Finance Minister Sergei Witte, however he has now fallen out of favour with Tsar Nicholas II, giving them almost unlimited support, leading to a major increase in tensions with Japan.

July 1902: British Prime Minister Lord Salisbury retires due to ill-health. Lord Salisbury has led the Conservative party since Disraeli's death in 1881, though only having served as Prime Minister for eighteen months in 1881-82 and thirty one months after his electoral victory in November 1899. Leader of the Conservatives in the Commons, Arthur Balfour will take over as Prime Minister, while Lord Salisbury's eldest son James Gascoigne-Cecil will assume his portfolio as Foreign Secretary. Lord Salisbury will be the last British Prime Minister to sit in the House of Lords.

August 1902: After over a year of hard negotiations the US and Japan sign a Treaty of Friendship and Cooperation in Tokyo. Under the terms of the treaty the two powers agree to resolve any disputes through mediation, maintain a policy of neutrality if the other is involved in a war and commit to an 'Open Door' policy maintaining open access for all nations in China. The treaty, driven by a mutual fear of German and Russian ambitions in China, will be the first step in reducing the considerable mistrust between the two nations.

August 1902: New Zealander Richard Pearse allegedly makes a controlled flight in his Convertiplane near Timaru. The supposed flight is undocumented but will leaded to some claiming he made the first powered heavier than air flight. However Pearse himself will reject such claims, though he will continue his work in aviation.

August 1902: Despite the Germans having ordered nine battleships over the in their 1900, 1901 and 1902 programs against the two Duncan class and three King Edward VII class ordered in 1900 and 1901, the British 1902/03 naval estimates only include two further King Edward VII class battleships. The reason being there is considerable debate over the form of future battleships, with many calling for a move to 'all big gun' armament. With the success of the HMCS Skeena and three Royal Navy experimental turbine destroyers the eight destroyers ordered this year will be turbine powered versions of last years six River class, with the decision made that all future destroyers will be turbine powered. Finally the estimates include an order for thirteen improved Holland class submarines as the A class. These vessels will be the first Royal Navy submarines with some combat value.

August 1902: The Southern Qing reorganise their Army into six field corps. The First through Fifth corps each will consist of thirty to forty thousand troops and be deployed to the front lines to form the initial defence against the Northern Qing. The Sixth Corps of sixty thousand men will be based around General Yin Chang's veterans from Nanjing and will act as a central reserve force. These field corps will be supported by a 200,000 strong militia, initially equipped with obsolete equipment raised locally. It is hoped the local knowledge of these militias will help compensate for their lower quality equipment. The Southern Qing army also receives a major morale boost when Liu Yongfu, veteran commander of the Black Flag Army in the Sino-French War and the defence of Formosa after the Sino-Japanese War agrees to command the Fourth Corps defending Hunan Province.

August 1902: With the British expertise in submarine telegraphy now being unmatched in the world, the link from Hawai'i to California is completed. As provided by treaty, the new cable will be controlled by the Anglo-American Telegraph Company.

August 1902: Despite the considerable British concerns regarding the consequences of failing to engage with the US regarding the proposed blockade of Venezuela, the Germans have utterly refused to involve them. As a result, the British withdraw from participation in the proposed blockade, instead turning to the US and requesting their assistance in resolving the situation. President Roosevelt, mindful of the importance of maintaining good relations with the British, agrees to attempt to pressure the Venezuelans into accepting mediation by the International Court of Permanent Arbitration in the Hague. Unfortunately, Venezuelan President Castro, still believing the US will not tolerate any military action refuses to accept mediation.

September 1902: The two Canadian Highflyer class cruisers Quebec and Manitoba are finally commissioned. In order to provide the new shipyard in Montreal with continued work, two small scout cruisers and another two destroyers are ordered for the Royal Canadian Navy. With the success of the turbine powered HMCS Skeena, all these vessel will feature domestically produced turbine propulsion, with one of the destroyers experimentally fitted for oil firing to compare its efficiency to the traditional coal fired machinery. However the decision to produce the ships turbines in Canada will significantly delay their completion.

September 1902: Southern Qing Finance Minster Sheng Xuanhuai and British ambassador Ernest Satow negotiate the Treaty of Nanjing ending the Likin system of internal tariffs in Southern Qing controlled China. These tariffs have long been subject to abuse and corruption, both by Chinese officials and foreign merchants. To compensate for the loss in revenue, the Southern Qing are permitted to increase external tariffs by 12.5%. Unlike previous treaties, which have been largely drawn up by the European powers and simply imposed on China, this treaty is a result of equal negotiations and will the beginning of the end of European extraterritoriality in China.

September 1902: The two armoured cruisers ordered from Britain for the Qing Navy in 1898 are finally completed. In light of the ongoing Chinese Civil War there is debate as to whether the ships should be delivered. Eventually it is decided they should be handed over to the Southern Qing. The delivery of these vessels will result in a major increase in the Southern Qing Navy's strength, now consisting of two armoured, two protected and two unprotected cruisers, along with six remaining destroyers as two defected to the Northern Qing in 1901. Recognising the two unprotected cruisers have little fighting value and the Southern Qing Army desperately short of artillery, both ships armament is reduced to two 4.7" guns as training vessels, with the remaining weapons converted for land use.

September 1902: French intellectual and prominent Dreyfusard Émile Zola dies in mysterious circumstances. His death due to carbon monoxide poisoning due to a blocked chimney bring acquisitions of murder from many in the Dreyfusard camp, reopening the wounds of the Dreyfus Affair. In an effort to avoid any renewal of the recent civil chaos, Prime Minister Pierre Waldeck-Rousseau forms an official commission to investigate the death, with promises to full prosecute if foul play is uncovered.

In the previous iteration he did, at least a little, though not enough to alter his fate too much (he was eventually overthrown along with the Russian monarchy, but did last longer and escaped being murdered). However no signs of any learning this time so far, but then again, weren't any signs of it at this point previously either. As with so much, depends on the Great War.

His problem was he utterly refused to make ANY concessions to loosen the absolute autocratic nature of the Tsarist regime unless he basically had a gun at his head. And even then, the moment the gun was taken away, he went back and undid every change he'd been forced to make. If he'd listened to Sergei Witte after the 1905 revolution Tsarist Russia may have had a good chance of surviving. Even after it, he still could have possibly pulled it off, though with much more difficulty. But he simply refused and the tragic result was inevitable. In may ways I believe the results of Nicky going back on his word after 1905 was the death knell of Tsarist Russia, it convinced the moderates the Tsar would never change, greatly adding to the revolutionaries support.
