Still doesn't address the point: Why can't you simply abolish the Imperial office?
The Tokugawa cannot, as they used the Emperor to justify the legitimacy of the Shogunate. If they abolished the Empire, they would lose a major source of legitimacy which could inspire rebellion.
Now, someone else could.

Thats like saying... well, damn, thats like saying "Why dont the Republican Patry/ the Democrat Party abolish the constitution?". And that wouldnt even come close to it.
