Make Eastern Cambodia secede in 1993

The 1993 Cambodian elections conducted under the UN Trasnsitional Authority resulted in victory of royalist FUNCINPEC which angered the previous pro-Vietnam faction in Cambodian politics embodied by CPP. And the later threatened to form a separate Eastern state. The crisis IRL was dissolved by the appointment of CCP leader Hun Sen as the co-PM. Few years later Hun Sen used his position to ouster the other PM and consolidate all power in his hands. And his reign continues up to this day.

So, I wonder how to make the CPP attempt to secede successful and how would it impact the Cambodia and the whole Indchinese region in the long term? Maybe for a successful secession we need another Vietnamese leadership. Because, first of all, I envision Eastern Cambodia to be heavily reliant on Vietnam while it's Western counterpart is going to be greatly influenced by Thailand.
 
Are the any high-ranking Vietnamese officials, both military and civilian, who are Bahnar in origin?

I thought it would become Hanoi's protectorate.

You would have remove Norodom Chakrapong from the whole thing. I don't see a secessionist movement led by a son of the king going anywhere.

Actually, he was invited by Hun Sen to join the CCP only in 1992, so I see it entirely possible for him to remain in FUNCINPEC and form a hardline-anti-Khmer Rouge faction.
