Macaulay's Failure

In 1835 Thomas Babington Macaulay (who served on the Supreme Council of India between 1834 and 1838) wrote his famous Minute on Indian Education and managed to convince the Governor General of the East India Company to adopt English in secondary education.

Macaulay's success was not a given, since the Orientalist faction of the EIC was supporting their traditional approach of education in Persian and Sanskrit.
What would change if the Orientalists prevail?

IMHO the story of India would significantly change, even if there were a later reform approved (say in the 1880s or 1890s).
