France as the Agressor

What if in the 1920s the Germans with US support refused to pay the French the reparations. Thus when the depression hit the Germans would have been in a better position and the French may have hit the low the Germans hit and leading to a aggressor France.

What form would this have taken.. fascist? communist? Would anti-Semitism be a factor?

Would a world war even have occured?
 
Why would the US back Germany on such a demand? Remember that the 20s US was highly isolationist, and wouldn't care about European troubles in the slightest. And that while ultimately a losing proposition, France would stop paying back any and all debt it might have with the US (not sure how huge this is, but it'd hurt).

That said, any stop of the payments by Germany in the 20s is likely to result in a serious attempt to fully annex the Saarland Mandate by France in retaliation - with war as a definite possibility.

The French and the Belgians did occupy the Ruhr IOTL due to Germany's failure to keep up with reparation payments
