Given the likely timeline for a German intervention un the RCW (they'd need to stabilize their domestic economy and their network of eastern client states before they can attack the Bolsheviks) would likely be around the Red vs Green phase of the RCW. Which is also a pretty optimal time for it as the Red Army if conventionally defeated wouldn't be able to reconstitute itself as a guerrilla movement on account of the countryside being dominated by the Greens.
So Russia is likely a dysfunctional peasant republic, which suits German interests well enough.
