1812 Election: James Madison defeated by DeWitt Clinton

Not sure of the POD- perhaps an early American disaster in the War of 1812, or some impossible-to-predict political scandal. But suppose that DeWitt Clinton (dissident Republican supported by the Federalists) had defeated James Madison in the 1812 Presidential election. IOTL, it was pretty close- 50% to 47%.

What happens?
 
The interesting thing about the 1812 Clinton campaign is that he was a true flip flopper: in the North he was anti-war and in the South and West he was pro-War. So it'd be hard to tell what he actually would have done. All Clinton needed to win in OTL was to win Pennsylvania.
